With many in Japan falling prey to Neopium addiction, Rai strikes at a facility producing the debilitating drug. But the task won't be easy, for the drug factory is guarded by Icespike, a super-assassin out to make his reputation by killing Rai. Rai and Kazuyo manage to beat him, but Icespike escapes capture. This defeat prompts the Healer leader, Councillor Seko, to make Rai's death his top priority!
